Make illmarsh Great Again

Alright guys. I need some help. Relatively new player in a homebrew campaign with a (phenomenal) GM. It's built like some hybrid between a Kingdom builder and a normal adventure, with more emphasis on RP than rulesets. My Character is a LE, 40 year old Bard (Demagogue) who spent the past 19 years working as city guard who "persuaded" his way up the ranks. Now, the Kingdom we're in is going through the end-stages of total collapse as the result of corrupt nobles and a war gone wrong. My pc Grabbed some men (hirelings), wagons and equipment, and left for his hometown before things got too bad. He arrived just in time to help the rest of the party (N Necro Oracle who wants to establish a fake religion. CN Gunslinger out to fill her own pockets, and a reeeeeally dumb Orc Samurai who wants to smash things and establish Orc rights) overthrow the corrupt mayor and get universally installed in power by the townsfolk. Do now, starting at level 5, we have a town.

Wealth: 8000 and something.
Industry:
Agriculture
Fishing (Overfished/failing)
Lumber (Nearby heavy forest, not being harvested)
9 full time Guards,
20 conscriptable citizens.

Help me make Illmarsh great again. What do I do to turn this town around. (Consider literally anything that can make sense in RP even if there isn't a system in place. This DM is super fond of common sense/story over rules as it applies to homebuilding/management)
