This question came up on the French PF forums, and now I'm doubting if I read things right. I posited that activating the summon nature's ally 4 would require a full-round action, just like any summoning spell.
Also, once per day on command the wearer can use this ring to summon a shadow drake, as if by the summon nature's ally IV spell.
And also:
Activating a magic item is a standard action unless the item description indicates otherwise. However, the casting time of a spell is the time required to activate the same power in an item, regardless of the type of magic item, unless the item description specifically states otherwise.
Again, I read this to mean that activating the summoning power of the ring would be a full-round action. Am I wrong?

The question is whether the activation action of the item is automatically increased to a full-round action as the spell, or if the spell's activation action is downgraded to a standard action as the device.

The basic question remains unanswered. The action description appears vague, so I was kind of hoping someone would point me to more explicit language somewhere else.
Thanks to those who answered - I'm also convinced that using a magic item to cast a summoning spell or effect will default to a one-round casting time, which requires a full-round action concentrating on the casting. But I would've liked to return to the French PF boards with something definitive that I could quote, aside from the bit I quoted above which looks like it could work either way.
