Are the Sha'ir Wizard's spells added to the Occultist's spell list, or do they replace them?
Sort of neither. With each Jin, the Sha'ir adds two sets of spells to their list. One set must be from one of the Implement Schools that the standard Occultist would get: Transmutation, Illusion, etc. The other is from one of the Elementalist Wizard spell lists.
So a 1st level Sha'ir might select the Transmutation school and the Air Elemental school. She would add one 0-level spell from each school and one 1st-level spell from each school to her list of spells known.
For example:
0th-level: Mage Hand (Transmutation) and Message (Air)
1st-level: Enlarge Person (Transmutation) and Shocking Grasp (Air)
At 4th level she can add a 2nd level spell from each list.
2nd-level: Versatile Weapon (Transmutation) and Summon Monster II (Air)
And so on.
When she gets her second Jin at 6th level, she can add another Occultist School and another Elemental School. For example: Divination and Earth.
