Query for GMs.....Cheap but good base / pawn set ?

Am looking for the above.... I know you can buy bases separately but do then the pawn packs come without bases?? Or do the packs come with pawns and bases? Which is the most cost effective - especially since Im not obsessed with having every monster accurately replicated!

We grabbed a bunch of second hand old Stratego games and used glue and paper to cover each one with a number from 1 - 12. We have about 6-7 different colors of pieces like Orange, Red, Green, Blue, etc and each color set is numbered 1-12. They work great for generic 'things' in game, and make tracking HP damage easy since you color and number differentiate them.

So we use them for the 'mooks' and use actual figures for the important boss types and important NPC's.

Scarab Sages

The boxed pawn sets come with bases (like the Bestiary Box).

The "flat" or "unboxed" pawn sets don't come with bases (like the Skull & Shackles Pawn Collection).

For a starter set, I'd choose the original Bestiary Box. It's a well-rounded assortment of monsters, and they can fill in nicely for similar critters. I also picked up the NPC Codex Box, to cover random villagers and humanoid opponents. Compared to metal and plastic minis, I find the pawns to be a solid value. Some pieces of art get clipped by the edges of the pawns (usually spear and axe heads, or creature tails), but overall, they look great. They use art taken directly from Paizo's books.

Paper minis are also a good value (assuming you can overlook the legendary markup on inkjet printer cartridges). You download the pdf, print them on cardstock, then cut, fold and glue them. For a good starter set of paper minis, I might choose the Summoned Monster and Nature's Ally sets. Sometimes the art isn't as nice as the pawns (it's original art, not reused from Paizo books), and cardstock minis aren't quite as durable as cardboard pawns, but the price is attractive. All of the paper minis include their own bases, by the way.

In my Skull & Shackles campaign, we used metal minis for the PCs, and pawns and paper minis for monsters and NPCs. I was very pleased with both the pawns and the paper minis.
