Gulch Gunner help, please assist

Hello everyone. Hope you're doing well.

I'm playing a Gulch Gunner, just shy of level six. I'm playing with a Ranger, a Bard, a Barbarian, a Monk, a Rogue and a "Necromancer", even though I have yet to see her actually do anything with dead stuff.

I'm using a Double Pistol and two Dragon Pistols, and I've hit a snag with how spread shots work with my deeds. Specifically, Power Burns. Since Powder Burns applies when attacking an adjacent enemy, and Dragon Pistols have a fifteen - foot cone, what happens when I apply Powder Burns on a successful hit against two people beside me? Do I have to spend two grit to set them both on fire? Do I roll two separate damage rolls for the fire?

And what would happen then when I get Belly shot? Does it only apply to one of them? One damage roll for them both, or one for each?

It seems that powder burns and belly shot are meant for pressing the gun up really close to the opponent, so the dragon pistol cone wouldn't be able to apply powder burns to both targets. If we're going on RAW, then I'd say that the phrasing of "an adjacent foe" refers to hitting one opponent.

As for when you dual-wield the pistols, you're making two separate attack rolls, and both of those say "When the gulch gunner successfully hits an adjacent target with a ranged firearm attack" so you'd have to spend a grit point for each.
