I'm starting a new character, a Druid. It states under the spell Ice Armor the spell creates an armor of ice. The armor offers the protection of a Breastplate. My question is it like Breastplate offering +6 to AC a max Dex of +3 and a Penalty of -4 and a spell failure of 25%? Or does it simply offer the +6 to AC without penalties? The second part is can Wizards wear it without the spell failure. I don't need an answer immediately since I plan to go to fourth level Druid before switching to Wizard.

I would presume, that unless it says otherwise, it operates entirely like a breastplate, with the exception that it is made of ice and not metal.
S requirements for arcane spells would still give a chance to fail, as it's just as bulky/restrictive as the real thing. All other penalties would apply. About the only positive not mentioned in the spell description I can think of is that you don't have to worry about the +3 from Shocking Grasp for metal armor. (and any other lightning spells that have that)
