Does Intimidate Skill Unlock work more than once?

So a PC successfully caused a foe to panic via Intimidate skill unlock. After the panic, the target is then Shaken for the remainder of the encounter.

Now we know you cannot increase a foe's fear effect beyond Shaken if they are Shakened already. But does the Intimidate skill unlock bypass this or no?

Basically, the foe was panicked and shaken the first check. He used it again and beat the DC by 10 again. Since the foe was already Shaken by the first Intimidate check, does this second one not work or will it be panicked (or frightened) again for another round on the failed save?


Not being able to use Intimidate to increase a foe's fear effect beyond Shaken is the general rule. Skill unlocks are specific rules that does allow one to do so (and specific triumphs general). There's no mention of immunity after being affect once either. They should be able to attempt it again and again.


True, it doesn't say otherwise. I guess I will rule it can for now


Please note that utilizing Intimidate on the same target repeatedly within a short span of time incurs a stacking penalty to your check. Other than that, there is nothing against using Intimidate constantly.
