What determines whether an effect is harmful? Is it by perspective of the character being targeted? It is by whether the spell is listed as "harmless" in the spell description? Would reduce person be considered a harmful transmutation effect? What about enlarge person if the character wanted to be enlarged, though this spell could be used offensively against a medium-sized character in a 5x5 hallway? Thanks!
I would think anything that the player try's to save against.
