Was the Shaman Wood Spirit overlooked in Heroes of the Wild?

I've been looking at hexes for my Unsworn Shaman, and noticed that the Wood Spirit form Heroes of the Wild isn't PFS legal. Is this an oversight? I mostly ask because the additional resources for HotW specifies "Misc: the witch archetype on page 11 is not legal for play." so it seems more likely it just got missed. Nothing jumps out as particularly broken about the Wood Spirit.

It certainly doesn't strike me as being broken in terms of damage output, but each ability does strike me as being rather potent in a PFS setting.

The hex that staggers (2 rounds) anyone that fails a Fort save, for example, would certainly be potent at first level (and every other level....).

Thought it could certainly be an oversight, as they really don't mention it at all in the additional resources bit.

The Bones spirit already has something similar.

Talking about Bone Lock (Su)?

That's 1 round of staggered for a failed fort save, with an increasing duration at 8th level.

The wood one (Hex of Lingnification, Su) is much different, it staggers for two rounds and grants the target creature a Hardness of 5. So, you could use it on allies to give them a hardness at the cost of them being staggered. Ability doesn't increase by level and only once per 24 hours on a given target.

Anyway, it's not just that one, they all strike me as a bit poorly thought out in terms of abuse-able abilities.

But, again, it could just be an oversight.
