Are there any magic items specifically designed for storing undead, or that can be used as such?
Primarily I'm looking for ways to store zombies and skeletons on a character so that they can easily enter town without having to leave their horde outside of city limits.
Something like a Robe of Bones that you can add to would be ideal, otherwise I suppose the only real alternative is a portable hole?

Reduce Person is too short lasting for permanent storage but Hiding hits upon a great idea. Seeing a noble shrink your army with Mass Reduce Person and hide them in pockets then just start throwing them out cancelling the spell. I love Transformers and Soundwave is my favorite I can see this. Portable hole hidden on your shirt. Instant minions. "Eject Death, Doom and Destructions."

Reduce person would only half them. You may be thinking of shrink item, which may or may not work.

The idea of setting off your reign of undead terror by setting down a portable hole in the middle of the town you're about to conquer, then wave upon wave of skeletons start popping out of it, is just...too awesome.
Until an adventurer tosses their Handy Haversack in from twenty feet away.
