Does the feat "discordant voice" work on the bard maintaining the performance? What if it's specifically a bard that boosts himself, like a blade dancer?

Yes. ^_^
In fact, a dervish dancer or Dawnflower dervish buffs not only himself, but also affects allies with Discordant Voice (even though his inspire courage doesn't grant them its bonuses).
