The first sentence says you get X at 6th-level. The third sentence says you get Y at 11th-level. The second sentence however appears to be a distinctly separate thought. Does this mean you get the "fortification" against crits and sneak attacks as early as 3rd-level (when you first gain elemental overflow)?
no, it's all prefaced by the Starting at 6th. Starting as 6 you gain this. You also gain that. If they wanted it to be at lv3 it'd be before the lv6 part under the lv3 part.

I agree with both of these guys yeah. It sounds like it comes at level 6
There is an entire paragraph before the one you quoted that explains what happens at 3rd level.
This "distinctly separate thought" isn't in that paragraph which details what occurs at third level.
The "distinctly separate thought" is nested with the abilities gained at 6th level. As a paragraph, distinctively separate thoughts can be joined together when they have a common thread without having that point being constantly reiterated each sentence in said paragraph.
