I'm kind of wondering how the Wardstones are actually supposed to keep out demonic hordes when many or most demons can fly? Couldn't they just simply fly over the barrier?

Magic, I reckon.

Scarab Sages

They could given the information I have seen. The barrier only extends 300 feet in the air near as I can tell. It does prevent teleportation. And about half of demons, especially the 'rank and file' type, do not fly. So, while not a perfect barrier it would help tremendously.
But, artifacts do what they do. It says they keep demons out, so they do.

Then again, what is going to stand up to a flock(?) of balors?

One of the novels starts with flying demons attacking within the wardstones, so I don't think its unheard of. but you don't send your scouts to attack a heavily fortified area unless you have backup for them, or its a suicide mission.

It's described as a dome in the Worldwound campaign setting book, if I recall correctly.
