There's a known bug they're working on. Try this workaround.

In the meantime the workaround is to change the shipping method to anything else, which will cause the payment tab to appear. Set a payment method and then change the shipping method back to ship with subscriptions. This will allow the order to be submitted.

Thanks for letting us know that you've been having issues with the cart. As Joana said above, our tech team is working on it and you should be able to use the workaround to get the order to submit in the meantime.
