We are at that point in the campaign where we need to assemble ships. [After IoEE] We have some time as well. We have not yet started actual construction. We are planning on constructing some ships, probably of the smaller/cheaper sort. But we plan to build more later.
What has your party done at this time? Did you build ships, or try to capture a bunch more? Tell us about it.

We bought some scrolls of Salvage and recovered numerous ships that way. Much easier to get ships when all the crew are long dead. Don't forget to bring Unseen Crew or lots of extra crew members to sail it home.
As a side note, it made certain underwater sections rather amusing since we brought the sunken ship to us, instead of diving down to explore.

1) We just got a lot of cash2) We just found out we needed a lot of ships
3) We got a Lyre of Building (GM approved to build ships)
4) We got Rickety Squibb's on the payroll

Already have Unseen Crew, Skeleton Crew, a Skeleton Anchor, and a necromancer with undead. Crewing will NOT be a problem. :-)
As to that Scroll of Salvage, at 3,825 gp, it is only worth going after Galleons, Warships, Junks, Longships, and Sailing Ships. Anything smaller, and you spent more than the ship is worth. Also, buying 9th level scrolls is not exactly the easiest thing to do. You need a high level caster to make it, and they are not common. Still, I will float this idea by my GM..... :-)

We mostly pirated ships for our fleet, but saved a % of all plunder to eventually build our own flagship, this let us put every possible advantageous upgrade on it and it ended up pretty amazing (though it cost a good 30k or so). The Ebon Drake flies under magical black silk sails and is one of the fastest ships in the Shackles, fear her :)

We got a Lyre of Building and built a dock on Tidewater Rock. Use of Stone Shape has created ample storage space, and the Captain is former Chelish navy. Being an experienced shipwright from Ostenso, he easily directs the construction of new ships. Including the refit of our flagship, the Crisis of Faith, because those that come across her soon find the Gods don't love them so much as they think.

Great ship name, Xerres. Had not thought about improving the docks. I hooked up with Rickety, so I have my own business plans.
One thought I had, since I have a coven, is creating an animated dock. At CL16, easily achievable with what I have, the Animate Object + Permanency, means I can make a make a Gargantuan object. Add in construction points to make it fly & swim, and articulate, and I have a ship recovery platform. So when I sink a ship, I can send it to bring it back. Later, after looting and repairing the ship, I can improve my navy. With my Lyre, the repair should go fast.
What do you all think about that idea?
