I have a wizard who is a would be golem constructor. The Flesh Golem is a CR7 construct with 9HD that costs 10,500 gp. The Carrion Golem is only CR4 with 4HD but costs the same... what gives?
Secondly, the Hound Flesh Golem (which is what I actually want to make, for thematic reasons) is CR6 with 8HD, and presumably costs the same as well...
Shouldn't less advanced golems (lesser CR and HD) be cheaper/easier to make?

Yes, they should be, and they are---you're comparing the wrong numbers. The Flesh Golem has a cost of 10500 while the Carrion Golem has a price of 10500 (but a cost of only 5500). The cost is what you care about since you're making it yourself; the price is what you'd have to pay someone else for one.
I would agree that the Hound Flesh Golem has the same cost as the vanilla Flesh Golem, since there's nothing indicating it has its own construction process and it's specifically listed as a variant Flesh Golem.
BTW, for things like cost to make, HD only matters insofar as it is one of the things factored into CR, which is supposedly the be-all end-all measure of the creature's prowess.
Oh, and since you mention it, the Rules forum is the ideal place to post these questions. Here is OK but some rules experts won't see it here.

The slight disparity in price between the flesh golem varieties is far less glaring than my other misconception. There is a difference in both CR and HD with the hound, but I'll gladly pay the "variant rarity tax" if required.
