Hi. i would like to ask that How the item have both an enhancement bonus and a special ability(Such as headband of aerial agility) applies to wearer in Abp.

What is the ruling on the existence of these things?

I recommend cutting out the enhancement bonus, reducing the cost, and then giving a strong consideration of whether the other abilities work with the new cost (for instance, for something that used to cost 52,500 and had a killer 1/day ability, if you remove 50,000 of the cost due to static bonuses replaced by the new system, you need to ask yourself whether it's a problem that characters can load up on them for 2,500 and spam the 1/day ability).

I am planning on using this system when I run iron gods, and I will be using pretty much what mark said.
For example, Belt of Hurling lesser says
Slot belt; Price 14,000 gp; Weight 1 lb.
Description
This thick leather belt is buckled with a bright bronze clasp in the shape of a fist. When worn, it grants its wearer a +2 enhancement bonus to Strength and allows him to apply his Strength modifier as a bonus on attack rolls instead of his Dexterity modifier when making ranged attacks with thrown weapons. Also, the range increment of any weapon thrown by the wearer gains a +10-foot bonus. Treat this Strength bonus as a temporary ability bonus for the first 24 hours the belt is worn.
I would make this a 8,000gp item (since a +2 physical belt is normally 4,000, but adding another ability increases that price by 50%).
That sounds about fair to me. It will have to be case by case.
