While either (or slayer) can fulfill a wide variety of character concepts... I'd definitely start with fighter and look at ranger another time.
The problem with the fighter is that its an ok generic all purpose build. For a long time now anything specialized you want to do with it has had a better alternative. The ranger combat styles alone do the fighters job better for most specialized builds
For role playing, don't let class define your role play. You don't have to run around the woods in pantyhose singing.
Unless you want to.

I tried to start with a TWF-build as a tengu, but went slayer because it reduced the MAD issue a fair amount. Mileage may vary, but I'm not regretting it thus far.
MAD=Having to have a DEX of at least 15 to get TWF, Con (because of hit to con), Strength and after the first couple of sessions where he was a bumbling idiot socially CHA and WIS needed some boosting to fit with concept, etc.

Just to add a bit more complication to the mix, my two-weapon fighter (actually double weapon, but functionally similar) went for a blend of Fighter/Slayer. I think at the end of the day I'll be Fighter 5/Slayer 6.
If I remember correctly, I went:
1. Fighter 1: Bonus feat, heavy armor
2. Slayer 1
3. Slayer 2: Combat style: Double Slice
4. Fighter 2
5. Fighter 3: Armor Training, pick up Sash of the War Champion to speed it along to the improved version for heavy armor.
6. Slayer 3: Sneak attack (immediate action study with sneak)
7. Fighter 4: Bonus Feat
8. Fighter 5: Weapon Training, pick up Gloves of Dueling for extra bonus
9. Slayer 4
10. Slayer 5: Studied target increase
11. Slayer 6: Combat style, Improved Two Weapon
The end result was a fighter that wears full plate but still has good DEX and AC while using a two-bladed sword. The specific order of things depends mostly on what you prioritize the most.
- Maximum number of attacks? Get to Slayer 6 as quickly as possible.
- Best AC? Something closer to what I did, armor training + full plate is nice
- Most Accurate/Hardest Hitting? Fighter 5 is a big deal here for weapon training.
And after all that, the best advice I can give a two weapon fighter is to use two of the same weapon. The iconic fighter uses a longsword and short sword, but you'll be better off using two of the same light weapon (such as short swords). This way your weapon specific feats like Weapon Focus, Weapon Specialization and Improved Critical will apply to both weapons.

I second the ranger, or slayer path as the best option for two weapon fighting. Ranger has the added benefit of cure light wounds wand with out UMD.
The other thing to avoid with two weapon fighting until higher level 6+. Is power attack. It will increases your damage but lowers your two hit. Over all for a low level two weapon fighter it lowers your damage.
Their are other options as well depending on what books you have.
Taking a 3 level dip in unchained rogue can get you dex to damage for one weapon. This could be a huge boost in damage if you went with a Dex base fighter. It will allow you to dump down Str and just focus on Dex. Something that can have a dramatic effect on your characters over all performance.
Another option is to dip one level of monk. To gain Wis mod to AC. This combined with ranger can make for a higher AC. Then what most fighters can get to. It however dose require more planning to achieve.

I will chip in here when i have my pc back (typing everything out on phone is a pain)
I have a lvl 13 2wpn fighter right now. Weapons i am using are bastard sword and short sword. Currently 5 attacks (3 main and 2 offhand), both weapins are keen and agile.
Dmg is 1d10 + 21 / 1d6 + 15. The character is a pure fighter so feat heavy

took me a while, but pc is back... here is my lvl 13 2wpn fighter
If I didn't go for the bastard sword I would have 1 more free feat, so depending on what weapons you are going for you can free up one more feat slot if you go with non exotic weapons.
Also, make sure to take toughness as one of the starter feats tbh. The extra hp is nice and will help out.

If I didn't go for the bastard sword I would have 1 more free feat, so depending on what weapons you are going for you can free up one more feat slot if you go with non exotic weapons.

I would have gone with a cestus instead of short sword for my secondary weapon. One point of damage in exchange for immunity to being disarmed or dropping the weapon, and the ability to two-hand the bastard sword when you can't full attack.

could be, in the end I still need to aquire gloves of dueling to increase the disarm chances, but overall I never had someone try and disarm me in PFS.
