I want to lower the CR for Pazuzu to about 12. The idea is he is being summoned and the act takes a long time before he is fully in the prime plane. My players will be fighting him at this lesser state. Any ideas how to bring a beast like Pazuzu down so far?

I may be mistaken, but this sounds like a question for the RPG forum...
Uhm, did you see the "Accursed Creature" template from Book of Monster Templates (Rite Publishing)? Maybe it can do for you :)
I would look for a demon of similar CR (12-13) and use that as a reskinned, Pazuzu-lite enemy. Good luck!
