I want to start running Pathfinder Society games for my local connections and gaming shops and have a question about the pregen characters.
If a new player really likes one of the pregens are they allowed to add it as a character and advance it? If so is this done "as is" or can they change the name, faction, or any non-stat detail.
Thank you!

More or less, yes.
Basically, they could decide that the character they "build" is identical - or close to identical - to the pregen they were given. Since they'd be starting at first level, they can still change around things after their first game, including faction (a pregen is always Grand Lodge).
Do note that once they start continuing a character, even if identical, that they are no longer a "pregen"... just suspiciously similar. ^_^

Also, it's worth noting a number of the pregens have some issues that aren't actually doable by a real PC so rebuilding them may be an exercise in close enough. (I can't think of any of the top of my head but I know they are out there.)
The most obvious example is Yoon, who is 8 years old. Normal PCs have to be adults.
I think Quinn starts with Weapon Focus at level 1 despite not having BAB +1. Lini has Natural Spell at level 4, so perhaps she retrained?

And Lem has a potion of Expeditious Retreat.
This is actually a somewhat common practice amongst new players. I ran an Eyes of the Ten game for Level 12 "Kyra". She had the Fire Domain, and was a Theologian, and had something like a Wisdom of 28 for save DCs.
But, yeah, keep an eye out for Copy/Paste errors.

Amiri has two Combat Traits...
The problem with Yoon isn't that she is a kid, but that she doesn't use Human race stats... She is Small, Humans are Medium.
Make sure to help walk the new players through rebuilding the Pregen into their first legal PFS character.
Make suggestions, but let them build the characters...
Good luck and have fun

Actually, she does use the human race stats.
She is small because she has had the "Young" monster template applied to her. PFS characters cannot generally take monster templates. (So, yes, literally, the problem is that she is a kid.)

The kineticist pregen can't possibly be using the Young template. Attributes fit PFS rules of 20 point buy, but only without the template. With the template those stats would be impossible. Con would be limited to 16 at most (Yoon has 17 con at level 1). And even with 16 con, it would be six points over the 20 point limit. Other then size (to represent being a child) everything matches stats possible without the Young Creature template.

Human race stats state Medium.
Yoon is Small.
Therefore, she does not use the Human race stats. She does use a set of stats closely based off of the Human race stats, but not the PFS legal Human race stats.
The argument you are using is that she is a kid. Therefore, add undocumented template. (as Daniel points out that idea fails match the data)
The argument I am using is that that she is Small and therefore, not the legal Human race as used in PFS.

I assume they used Small to represent being a child of around 8. And this would have accurate, if they'd used the template. Then again those templates aren't PFS legal either, are they?
For player created characters, your characters have to be at least 18 years old. Thus Medium sized if human. As an Iconic pregen, I can accept Small size due to being a child. This was a character created by the developers. Thus it's within their rights to fudge things a bit for flavor.
In Hero Lab at least the size is done as a Size adjustment, not the template.

What about shorter-lived races that mature more quickly?

As Tyler notes, this is a case where we carefully considered the character's art and backstory against the rules of the organized play campaign. We decided in favor of presenting her as a young person by making her Small without tinkering with much else.

So Appendix 1: Age from the Advanced Race Guide (p 248-249) is not legal for Pathfinder play?
If you get the errataed version, I think it is.
I think the previous poster got the errata, moving age ranges for Aasimar and Tieflings, to match their nominally human parentage, confused with a general age change.
Or he forgot to posit human, as in:
For player created characters, your Human characters have to be at least 18 years old.
The actual rule requirements for PFS are in the Guide, which is
A character can not be younger than the minimum age listed on Table 7–1 of the Core Rulebook, or listed on Table 5–1 of the Advanced Race Guide, and must be younger than venerable, as listed on Table 7–2 of the Core Rulebook and Table 5–4 of the Advanced Race Guide.

Kevin Willis;
Reread the OP...
It broke down into a discussion on issues with straight "as is" rebuilding of the pregens.
I understand why it was done, I also understand that it is simply a size change. (John's statement confirms this)
I understand that you cannot build a Small Human in PFS.
-
The point remains the same...
If you rebuild Yoon, she will be a Medium Human, as per PFS rules.
If you rebuild Amiri, you will need to swap one of her traits.
... double check the PFS legality of the pregen when you are building the clone.

I thought it was stated that the Iconic Pregens were built a bit like Unique NPCs.
They are allowed to break rules.
Yes, but I believe the original focus of the discussion became 'making a character *just like* a pregen?
