Powerful Wings feat and Sylph

So question.

In one of the new inner sea books they added a monster feat called "Powerful Wings" it basically says "gain 2 wing attacks". One of my players is interested in it but is a Sylph with the racial feat granting them a fly speed.

So the ultimate question, do they gain the natural attacks in this feat with this if you don't have wings already?
I know with natural weapons you generally need a corresponding limb and the sylph fly ability is basically wingless flying, but meets the fly speed requirement.

I was almost certain this won't actually give them the attacks due to the lack of wings, but I thought i'd check.


I'm assuming this is a home game as this typically doesn't come up in organized play. My ruling is that Wings of Air (the racial feat for fly speed) does not provide the requisite limbs for a natural attack. It's SU fly speed, not EX.

I don't have that one, but based on the way way feats were designed for The Monster Codex I suspect this is a race-specific feat for a race that has wings.


Strix feats are prefaced with a note that says "while the following feats are primarily taken by strix, other creatures with natural wings can also take them at the GM's discretion (including ignoring the racial prerequisite of Cloak of Feathers)."
Going by that ruling, the Sylph couldn't take them.
Going by feat prerequisites alone, the Sylph could take them.
GM call. I wouldn't allow it. Like you already said, Wings of Air (the Sylph feat here) only gives fly speed, not wings.
