This hinges on the ability to do non-lethal damage with Telekinetic Fist.
The section of the rules that allows one to do non-lethal damage with a weapon that's normally lethal says
Nonlethal Damage with a Weapon that Deals Lethal Damage: You can use a melee weapon that deals lethal damage to deal nonlethal damage instead, but you take a –4 penalty on your attack roll.
While you certainly can't (barring some other special ability) do non-lethal damage with Magic Missile (no attack roll, for one thing), it *might* be possible with Telekinetic Fist. IF it is, then Bludgeoner can negate the -4 and then Sap Adept can add the sneak attack bonus.

Slim got most of it right but left out this part:

Telekinetic Fist is not a melee weapon. Therefore by RAW it cannot be used to deal non-lethal damage.
Therefore, the other two feats won't work with it.
That said, as a GM I'm not sure I would be opposed to allowing this to work, as a house rule - multiclassing and spending two feats to be able to do a half-dozen ranged touch sneak attacks for d6+2 per sneak attack die doesn't seem too overpowered, considering the investment.
