So during the steps of an encounter....

Players may only play cards or use powers that relate to each step no more than once.

ok....

so does this mean i can not use a wooden shield to negate any damage before i act.....because it doesn't specifically say on that card before you act......i would have to play something that specifically says before you act?

No, you can use it. The wooden shield reduces combat damage, so you can play it at any time you are taking combat damage.

ok thanks

It relates because you are being dealt damage in that step. So therefore it relates to what is happening in that step.

Semi-related to this: if I use the Wooden Shield for BYA damage, can I then use a 2-handed weapon later? The card says "if you used a 2-handed weapon on this check", so that would allow it, since I haven't had the check yet.

Yes.

The BYA does not deal with the actual Combat check. When you declare what you are using for the Combat check, and you lose the Combat, that's when the 2-Handed trait and shields becomes relevant.
