The text for the swashbuckler reads: "Each time the swashbuckler confirms a critical hit with a light or one-handed piercing melee weapon, she regains 1 panache point."
Should I read that as "with a light weapon, or with a one-handed piercing melee weapon."
Or should I read that as "with a light piercing weapon, or with a one handed piercing weapon."
The difference is whether my offhand is a dagger or a kukri, which is slashing but has a better crit range.

This. It's parsed (light or one-handed) (piercing) (melee weapon).

Swashbuckler isn't terrible for TWF since it gets some static bonuses and bonus feats, but it's not ideal. Dual Fencing Grace Rapier where you just plow every possible resource into boosting rapier attack can do fine. So could something like dual daggers with somewhat balanced STR/DEX with Piranha Strike and Pharasma's Deific Obedience. But if you're not going to be making use of Precise Strike, a level of Swashbuckler crossed with something else will make a much more effective TWF character with a Swashbuckling vibe. Swashbuckler 1/ Two-Weapon Warrior Fighter, for example.
