Crafting / Upgrading Equipment Question

I know that I I wanted to create a new magic item I would need all the necessary tools and feats/abilities, such as needing a forge, anvil and blacksmithing tools to craft a weapon or armour. The question was brought up in a recent campaign about adding enhancements to an item, such as if I wanted to add frost to by +1 longsword, would I need a forge, anvil, hammers, etc as well as the necessary, spells and feats/abilities or as long as I had the correct spells and feats/abilities could I just add the frost to that sword?

In PFS, there is no crafting. You pay the difference between enchantments (so, the added cost of frost to the +1 sword), but you cannot craft beyond a "day job" roll. (with a few odd exceptions). With the regular limit of your Fame and such. But you do not need the feats, and you cannot even take them.

Magic item crafting in home campaigns requires the feat (for example, craft magic weapon) and the Spell Craft skill. (Plus other things, but the rules are somewhat clear in the Core Rule book. Check under magic item crafting/creation for more info).
