Question regarding Refuge of Time's unique reward. Very slight spoiler inside.

Grand Lodge 2/5

I was playing refuge of time tonight with a pregen because I didn't have any characters in range. I was pleasantly surprised when we got to the end and found a rather unique reward. If you use this item you get a good boon, but it may require an attonement.

It says "Activating <this item> is an evil act that shifts your alignment one step toward evil unless you receive the benefits of an atonement spell. If such an alignment shift would result in an evil alignment, you may no longer play the character in the Organized Play campaign."

The gm crossed it off for me because I was playing a pregen. The GM said that pregens weren't allowed to sell gear to pay for stuff (as in I couldn't afford the attonement). He's checking with a local VO and is going to email me what they say. Looking through the FAQ and the guide I don't see anything that implies that.

Looking through the guide I do see the following that imlies I should have even been able to use the 2 prestige I gained to pay for it.

PCs may use the rewards from the Chronicle sheet

they earned in order to resolve any conditions, such as
death. PCs who ultimately do not return to the realm of
the living receive no XP, 0 Prestige Points, 0 gp, and no
boons for the scenario in which they died.

Lastly, there was a life oracle at the table that had the focus for Attonement and I believe he already had the spell. Would that not have worked? (I may have missed something, I don't know why he'd have that as his one fifth level spell known, but I heard him say something about buying the focus so he could cast it)

Am I missing something? Is there something that I overlooked that would keep a pregen from obtaining this item (basically something that corroborates what the gm was saying that I didn't find)?

What should have happened is he should have left it alone. You wouldn't be required to get the atonement until you actually gain the item at 7th level. When you play pregens you either save it for when you're the level of the pregen or apply it to a new character. In either case you wouldn't get the boons or free items like that one until you reach the level of the pregen and THEN you would need the atonement.

The Exchange 3/5

Using your prestige gained from the chronicle or a party member casting the atonement spell would both work for this.

I'm not sure I quite agree with Eric though. It says each PC is given a choice to active the item before chronicle sheets are given out. This means to have access to the boon you already committed the evil act during the scenario. It wouldn't make sense to retroactively have to clear this condition with an unlimited amount of time before you apply the boon.
