I want to be able to wield as many weapons as possible, which generally means knowing all the weapons that don't use up one's hands. What's out there? How many could we fit on one character?

Armor Spikes, Boulder Helmet, Barbezu Beard, Boot Blades, Unarmed strikes.

Helm of the Mammoth Lord gives gore, Wyvern cloak gets a tail.

Just off the top of my head.

armor spikes
on everything

Sea-knives. Tail weapons. Armor spikes don't have to be on armor, in case that matters on for the build.

Sovereign Court

Any material? Technology guide has the ability to have cybernetic body parts with weapons implanted. I guess a cyber-soldier (fighter archetype) would be best for it, since they can exceed the normal limit.

If you have money, get sixteen dancing weapons and Quick Draw. Each round you can release a new pair of weapons to dance. Since catching them is a free action, you can maintain this more or less interminably. The four round recharge time is why your bought sixteen instead of eight, by the way.
Better yet, this doesn't require you to make the attacks at all.
This costs about 512,000gp making it not that viable until you hit around 18th level (based on this).

Plus you can wear a spiked gauntlet and still hold a weapon in that hand.
