I wanted to throw the happy mask sales man into my campain but I am not sure what class or race he would be, or if he would be a monster instead?

He doesn't really have any class features. He never DOES anything.

Juts give him a bunch of ranks in Profession: Mask Salesman and Perform: Scare The Shit Out Of Children and you're set.

Probably a bard or expert. If he creates magical masks, then probably a spellcaster of at least 3rd level.

Had a GM pit us against a demon who had assumed the Happy Mask Salesman's visage. This was in a modern game - the fiend was taking advantage of an urban legend.
