It actually doesn't matter who he would or should blame. The (public) goal of the Shadow Lodge was to change conditions within the society such that that particular mistake wouldnt happen again.

Whatever you think of what happened afterwards, that part of the agenda seems to have been successful.

I would like to say that the Society has learned its lesson, and no longer sends agents out unaware of their mission, but until recently Venture Captain Valsin was contacting all those agents he thought were more loyal than the rest and giving them private assignments, the same as VC Amara Li and the rest of the faction leaders. (Indeed, the secondary success conditions of some scenarios still require faction missions.)

Drendle regularly drugged himself to cope or forget these things and over the years so addled his own brain with drugs that he can no longer differentiate the above information from his other varied hallucinations. The man sometimes known as Grandmaster Torch thus does not see him as a threat and lets him live for amusement's sake.

Based on the above, I believe this man allowed his Grandmaster Torch persona to become an 'enemy' of the society so that the 'Decemvirate' could achieve greater favour in the eyes of, and thus influence over, its agents.

It's all part of the plan. ;)
