Swarms do not make attacks, so, Sanctuary cannot stop them. They just move over your space and you automatically take damage.

Yeah, I think even though swarms cause automatic damage the text of swarm attack makes clear that is an attack; in fact it's a melee attack since the rule specifically went out of the way to specify that it's not a "standard melee attack". In any event RAI and RAW strongly suggest that sanctuary works on swarms.

Seems like it would move into your space, but upon a failed will save be unable to damage you.
Just like any other tiny-sized or smaller creature attempting to attack you.
