Doubt it. they haven't really done a hardcover supplement for Good so why make one for evil. Besides so far every supplement they made geared directly towards good has had an evil counterpart. "Champions of", "Faiths of", the only area I think they focused on being good was the APs and now that problem is being addressed.
If they do a hardcover for Evil, they would have to do one for good and neutral as well.

My first thought was the premise of Evil in the Pathfinder setting, but then again, that could also easily be turned around and made Good. And even then, my view of good and evil will be different from someone else's. Multiply that by every person that buys or even just reads the book and you've got the makings of a genre killer.
Even if they only go into things like including a listing of cults and the ability to make evil religions, they'd have to realize that the idea of itemizing and listing good and evil is like holding water. It's doable, but not really something to invest time into.
