Villain Millorn

Hey, I just got WotR today! It looks great, but as we were looking at stuff, my GF noticed something weird. There is a villain called 'Millorn' which does not appear on any card we can find. Normally, I'd assume he was just on a card I didn't notice, but I know the AP enough to recognize him as being a major enemy in the 'Under the Broken City' section.
Currently, the Villain there is the same as in one of the base set scenarios. We wanted to check and see if there was a typo in 'Under the Broken City' and it was supposed to be Millorn, or if we were over-thinking it.

The Example of Play in the rulebook (at least the online version) uses the scenario 'Under the Broken City'. In the example, the villain is Millorn -- although, as you say, the image of the scenario card displayed in the rulebook indicates a different villain.

Does a different villain or henchman possibly summon Millorn?

Not that I see Sloth. It definitely looks like it was just a printing error. That Level 1 scenario, which Isaic says heavily involved Milorn, lists the exact same villains as a Level B scenario. In addition to that, apparently even the rulebook example for that scenario talks about using Milorn.

Sigh. Millorn is supposed to be the villain for Under the Broken City, not Thurl and Inhaz. Will FAQ when FAQ goes up...
