Hi Andrew,
It looks like it should qualify for the First Ten shipping discount. I'm not sure why it didn't kick on. I've poked it and it should be there now. You get an updated order confirmation email.
I do not know when that will be fixed. All I know is that it is somewhere in the tech team's backlog. I have no further information than they have shared on the Website Feedback boards.
