Missing Tier in GenCon Specials

So, I'm starting to think about which of my characters to play in the two big GenCon Specials. Which tier will be excluded this year?

For each special, 6-97: Siege of Serpents and 7-00: The Sky Key Solution, tiers are listed as 1-11. Last year, tier 9 was not included in the breakdown of sub-tiers. Before that, typically tier 7 was not included. Anyone (*cough*John*cough*Mike) have any idea what levels will be "out of subtier" this season?

FWIW I have a 7th and 9th level PC.

There is no subtier in either Special that explicitly covers 9th-level PCs, much as was the case last year. Level 9 is healthier to exclude than 7 because higher level PCs tend to have more resources and greater capacity to handle challenging encounters.
