Street Performer Bard and Disappearing Act?

Rules Questions

I've asked this before, but I've found some new info that might help clarify things.

The Bard archetype, Street Performer allows people to become "invisible" for as long as the performance is active and enemies are within 30 feet. People have ruled that everyone within 30 feet need to make that save, including allies. I've always found that a bit weird, since most abilities can target, but I've always let the GM decide.
I was playing Society with the Bard pregen a while ago, and I found that his Fascinate ability is worded roughly the same as the Disappearing Act ability, but it turns out that the ability is worded slightly differently for conciseness. I'll post the abilities below each other:

Disappearing Act wrote:
Disappearing Act (Su): A street performer can use performance to divert attention from an ally. All creatures within 30 feet that fail a Will save (DC 10 + 1/2 the bard’s level + the bard’s Cha modifier) treat one creature chosen by the bard as if it were invisible. This performance affects one additional creature at 5th level and every 6 levels thereafter. If the targets take any action that would cause them to become visible, they become visible to everyone. The bard cannot use this ability on himself. This ability is a mind-affecting effect that requires visual components.
Pregen Facinate wrote:
Fascinate: Each creature within 90 feet that can see, hear, and pay attention to Lem attempts a Will save (DC 14). If it fails, the creature sits quietly and observes the performance as long as it lasts, taking a –4 penalty on skill checks made as reactions, including Perception checks. A potential threat gives the creature a new saving throw, and an obvious threat automatically ends the fascination.
Regular Fascinate wrote:
Fascinate (Su): At 1st level, a bard can use his performance to cause one or more creatures to become fascinated with him. Each creature to be fascinated must be within 90 feet, able to see and hear the bard, and capable of paying attention to him. The bard must also be able to see the creatures affected. The Distraction of a nearby combat or other dangers prevents the ability from working. For every three levels a bard has attained beyond 1st, he can target one additional creature with this ability.

The key difference here being that in the Fascinate ability, Lem makes it look like everyone gets a save, while the actual ability says only specific targets. In that vein, I would think that the Street Performer's ability is just poorly worded, but intended to function like Fascinate: you choose the targets that need to make a saving throw. When I played with Lem, he used Fascinate, and because we're going by the letter of the pregen's ability, we all needed to make a save, which caused half the party to turn into drooling idiots. I've played the Street Performer for four levels now, and in some cases, the turning invisible was more a detriment than a help, as we couldn't see our own teammates.

So, I'd like a ruling: With the similar wording in mind, do you think that Disappearing Act is only intended for enemies, or still for everyone within range?

Disappearing Act causes everyone within 30' to treat 1 creature (2 at 5th+, 3 at 11th+, 4 at 17th) as invisible.

Fascinate makes 1 target (2 at 4th, 3 at 7th, 4 at 10th, 5 at 13th, 6 at 16th, 7 at 19th) within 90 fascinated.

Disappearing Act affects everyone, including Allies. I don't now why that's such an issue--Invisibility the spell makes it so allies can't see you either, and it's still a great spell. Fascinate, though, won't hit allies, just specific targets.

Oh, also, Street Performer is a truly awful archetype. Why would you ever use it?
