Splintercloud arrows and poision doses

If you poison the splintercloud arrow, does it apply that poison to all targets hit in the burst, or are the fragments to small to give a damaging amount of poison?

I think this is more of a rules question so I flagged it in case I'm correct. However this thought never occurred to me. I'll take a quick look and see what I think. ;)
