I do not think there is one right answer to this. I'd have a look at the racial traits (including alternate). If some skill or weapon shows up there it should definitely be ok.
Apart from that what fits the race.
Kobolds gain a +2 racial bonus on Craft (trapmaking), Perception, and Profession (miner) checks. Craft (trapmaking) and Stealth are always class skills for a kobold.
So those skills should be appropriate.
Let's look further: They list Diplomacy, perform, intimidate, acrobatics and climb.As for weapons they list the bite attack and then there are the racial weapons, in this case the tail weapons (hard to use for humans).

Since there are no rules to clarify, I'll ask again: what race did you have in mind?
This sort of question truly is handled best on a case by case basis.
We can give you reasonable and "best guess" sorts of answers, that most GMs (PFS included) would find acceptable, but if you're a person that believes in "rules-as-written", you're out of luck.

Appropriate skills might be any skill the default race (no alternative racial traits) grants a bonus to.
Weapons are harder as usually any race mentions weapons it's typically part of Weapon Familiarity, so the Weapon Focus option wouldn't be available for them.
Tengu is a nice option for Weapon Focus. The swordtrained racial trait isn't weapon familiarity and grants a nice list of options for Focus.
But in general, Adopted Parentage is only useful in very specific cases.

Ask your DM. No rules for this so what ever you do, double check with your DM. You could suggest appropriate skill/weapon and see if the DM agrees.
Ex: I wouldn't agree that stealth have anything to do with gnomes in general, but crafting does.
Battle axes or pickaxes would be appropriate for someone adopted by dwarfs.
