By default, you get one feat at every odd level.
Some classes add to this-- as a Sorcerer, you'll get another feat at levels 7, 13, and 19. These will be drawn from your Bloodline Feat list, as detailed under the Sorcerer class itself. You'll also get a fixed feat at first level in Eschew Materials.
Human also adds one feat at 1st, as noted in its description.

Basically the book says in character creation you get one feat at oddl evels. This is done by Character level not class levels
I.e. 1 at lv 1, your second at lv 3 your third at lv 5 and so on.
THen you look at your class. it lists out any bonuses you get.
as a sorcerer you gain eschew materials (listed in the class section)
look at your bloodline also. As a Sorcerer you gain bloodline feats, when you gain these is listed in the sorcerer description. When you reach that level IN sorcerer (NOT character level) you gain a feat from that small list

You get a bloodline feat at 7th level and every six levels there after.
At 1st level you get eschew materials as a bonus feat.
You get your standard feats at Levels: 1/3/5/7/9/11/13/15/17/19
The list of available feats you can as a elemental bloodline sorcerer are: Dodge, Empower Spell, Great Fortitude, Improved Initiative, Lightning Reflexes, Power Attack, Skill Focus (Knowledge: [Planes]), and Weapon Finesse.
You still must meet any perquisite for a bloodline feat.
