Can Rime spell be used with Ray of Frost? If so what is the duration?

Yes it can, but it lasts 0 rounds (so it doesn't do anything).

If you used heighten spell to raise the level of Ray of frost, you could combine it with rime and entangle for number of rounds equal to the new spell level. By default, the duration is 0 because its a 0 level spell.
