Net Nonproficiency

Rules Questions

I am pretty sure I know the answer to this one, but I need to double-check for reverse-engineering purposes.

With a net, characters proficient in it can fold it much faster than a nonproficient user. Do nonproficient users also take a -4 nonproficiency penalty on ranged attacks with the net? I assume they do now, but I had thought before that the only penalty was the slower refolding (and the penalty for using a nonfolded net replaced the nonproficiency penalty).

A net is a weapon, you take a -4 penalty when using weapons you aren't proficient with. There is no exception written into the net's rules. So yes, you take the panlty.

OK thanks. Part of what I'm trying to do is reverse-engineer the Kijimuna, who don't have the EWP feat but don't take a penalty on attack. Presumably, though not called out in the stat block, they're just racially proficient (the writer may have assumed that humanoids with racial hit dice are automatically proficient with any weapon mentioned in their bestiary entry, but unlike monstrous humanoids, outsders, and fey, the humanoid type doesn't include that language).

However, AP Bestiary monsters may not be edited the same way as hardcover bestiary monsters, so it's understandable if there are small errors.

The reason that brought up the question is that I'm building a Kijimuna with character levels as a possible cohort or such and wanted to put feats into using the net, which have proficiency as a prerequisite, so I wasn't sure if it had it in an undocumented place or if there was just no penalty...

This entry has even more problems. The Kijimuna should only have +2 BAB, so, its spear attack should be +3 and its Net +5. Where are those extra +1s coming from? I think it's pretty clear the author, at some point, considered them monstrous humanoids, thus accounting for the extra +1 (from full BAB) and the assumption that they're proficient in nets.

If I were you, I'd treat them as proficient, yes, as that is clearly the intention.

I think the extra +1 is because they're small.
