Homunculi can be jointly created by several people: "it is possible for one person to give blood for the creation, another to sculpt the base material, and another to magically animate it". So who's the actual "maker"?

I think you are taking a too literal reading of "The master must first create the homunculus." subscript on the Improved Familiar table. That seems just to say that if you want to have a Homunculus, you gotta put out that cash first. From there who ever does the actual building is irrelevant as only the blood provider becomes the master.
I imagine it's whomever supplies the blood.
The construction description on the homunculus is pretty specific. The one that does the ritual is the creator.
Edit: though it seems the intent here is that the familiars master should create his familiar himself, in most games this is simply hand waved. Pay the feat and the gold to have a familiar made and there it is. Though if you are going more indepth... Then work with your GM.
The whole thing gets even more confusing when you don't assume "master" and "creator" to be one and the same - the creature's description seems to switch between those at random.
