And by the way, if spell stored in weapon needs to make a ranged or melee touch attack, does the wielder need to make it? Or it counts like "autohit" after hitting the target?

A spell with metamagic on it does not count as a higher level spell for the purposes of DCs. It absolutely counts as a higher level spell for the purposes of preparation and in this case, storage. It's like making a potion or wand with a metamagic ability attached to it; you can do it, as long as you're mindful that the maximum adjusted level of your spell doesn't go over the maximum allotted spell level for that item. You could prepare an empowered cure light wounds and that would be the extent of it for spell storing.
As far as attacks, it's an autohit if you successfully hit an enemy and choose to discharge the spell.
Edit: Honestly, when you involve metamagic rods in this sort of discussion, you're better off asking your GM for clarification. There are zero rules for it, and you're likely to not get a straight answer, only what certain GMs would do in that situation.

By RAW: Yes, you can cast a Rod-Maximized Mythic Vampiric Touch into a Spell Storing Weapon. So long as the spell's level is 3 or less, it's legal.
I would consult with your GM on the subject though.
Spells enhanced by metamagicks are cast at higher levels, indicated on what metamagic feat is being used. This is especially true with the Heighten Spell feat, since that metamagic feat specifically treats the adjusted spell level as the actual spell level upon being cast. So no, Maximized Vampiric Touch would not count.
As for Mythic spells, that's the part that falls into GM FIAT territory.
