Does this qualify as having "class feature" ?

I'm building a character for Giant Slayer, and I'm not clear as to if I qualify for a feat...

Character is a Changeling (hulking) Bloodrager/Primalist (Archetype).
The Primalist allows me to choose between a bloodline power or two Barbarian Rage powers....at 4th level.

The feat in question is Extra Rage power...which has a prerequisite of "Rage power class feature".

So..the question is...If so far I have only taken my bloodline powers, and say at 5th level, I took Extra Rage...do I qualify as having "Rage power class feature" even though I have as yet not taken a Rage Power ?


Two points.
1) No you wouldn't, if you haven't yet reached the ability you don't have it for the feat

2) A primalist never can take that feat as he never qualifies

"Primal Choices: At 4th level and every 4 levels thereafter, a primalist can choose to take either his bloodline power or two barbarian rage powers. If the primalist chooses rage powers, those rage powers can be used in conjunction with his bloodrage, and his bloodrager level acts as his barbarian level when determining the effect of those bloodrage powers and any prerequisites. Any other prerequisites for a rage power must be met before a primalist can choose it. This ability does not count as the rage power class feature for determining feat prerequisites and other requirements."


Well, first off: no, because Primalist.

In the more general sense: No, you have to actually have gotten a feature before you count as 'having' it. The Barbarian can't take Extra Rage Power at first, because he gets his "Rage Power" class feature at 2nd, for example.
