Does a LV3 Totemic Skald count as having rage powers for the feat "extra rage power"? I think it could since you still get a rage power at lv3 from totemic skald, but I'm not sure.
Yes. At level 3, the Totemic Skald gains the Rage Powers class feature. He gains access to rage powers and must select Song of the Beast.
Song of the Beast is a unique rage power that totemic skalds gain access to but it is still a rage power. It counts towards taking extra rage power.
