Do you have to be a Sylph to learn Windy Escape?

I believe technically yes.

Alright, I wasn't sure since it wasn't called out within the spell but was in the Sylph category in the ARG.

Spells: The spells in this section are common to spellcasting members of the race. Sometimes they only target members of the race, but often they are just the race's well guarded secrets; members of other races can learn to cast them with GM permission.

In short: You don't need to be one to learn it, but you do need GM permission to learn it without being a Sylph.

I believe it falls to GM discretion, per the start of the ARG. They certainly haven't been shy about using those spells in non-racemarked items...

The exception is Paragon Surge, which is half-elf only. Good for my people, bad for you. :)

If this is for PFS, yes, you have to be a Sylph.
