I've always interpreted these must be declared before the attack (full round action) is done. But I have seen other GMs rule differently.

Pretty much, can you expend the resource at the end, or must it be done up front. Expending up front makes it slightly riskier, the enemy might be taken down before the extra attack is needed.


Using Boots of Speed is a free action. Free actions can be taken any time in your turn, even during other actions. The item description says "When taking a full attack action..." so it seems pretty clear: if you're taking a full attack action then, as a free action even during (or at the end) of your full attack action, you can activate your boots to gain an extra attack. If you do this, you obvious don't get the +1 attack bonus from the boots applied to attacks you have already rolled.

The Ninja ki ability just as easy. It's a swift action which can be taken any time a free action can be taken, including any time during a full attack.

nothing I know of says it has to be up front. That on making a flurry or full attack they can spend a point and their swift in the middle/end of their attack for the extra attack.
