Grappled condition against Improved Grapple Prerequisite

Grappled condition gives a-4 to dex
Improved grappled feat has dex requirement 13
Technically, if a dex 13 character with improved grapple gets the grappled condition, he no longer qualify for the feat.
Am I missing something?


The grappled condition imposes a -4 penalty to your Dexterity. From the rules...

Ability penalties (and damage) don't cause you to become ineligible for feats.


Ability score drain, the worse of the two (damage being the other, lesser, one) is what can deactivate feats and spell slots until the drained points are restored.
