Master of Devils Spoilers:
The truth is that Radovan never got the Quivering Palm ability; it existed only while the devil Norge was "riding" his material form.

If you look back at certain key chapters, you'll see that Burning Cloud Devil used Radovan to imprint his powerful skills on the body of Radovan's devil, which BCD was able to do because it had a human (well, hellspawn) soul inside. Once Norge "died," Radovan retained only the most basic monk abilities. In that sense, Varian actually learned more about monk skills at Dragon Temple than Radovan did in his year of killing rivals in Tian Xia.

So you won't see Radovan break out a Quivering Palm again, not unless certain unlikely conditions are met.

I just want to see Radovan busting out with some Quivering Palm attacks on people outside of Tian Xia.

Was it ever addressed, other than fluid class levels for story purposes, why they don't really retain their monk training after leaving? I mean Quivering Palm is Monk 15, but that never gets addressed when people go to stating Radovan?

That was addressed. First of all, Radovan never learned Quivering Palm - Burning Cloud Devil used it on him and taught him Twin White Palm, which doesn't have a direct rules analog - though it is clearly intended to overcome DR/epic.

But more specifically, Radovan never actually gained that many Monk levels - he had monk techniques sealed within his Barbed/Spiked devil form by Burning Cloud Devil. His devil form that was borrowed from one of his diabolic ancestors - by the name of Norge.

Norge is 'killed' by the Quivering Palm near the end of the book, and with him goes Radovan's kung-fu. Radovan has a memory of those techniques after being forced to do them for the better part of a year. He is able to do a few basic kata with Varian afterward, but still prefers his knife to his fists. That doesn't really require many monk levels at all - Which makes sense. There is no way Radovan has a Lawful alignment (even if Norge did.)

Similarly for Varian - he was never any good at unarmed techniques. He is First Brother of Magic and Second Brother of Sword, IIRC. He could have had the same performance by learning Improved Unarmed Strike and continuing to work on his Magus/Eldritch Knight levels. He was never a high level monk.

Edit: And beaten to the punch by the Master himself. No pun intended.

Spoiler:
That's right: Norge was waking up at the end of Kings of Chaos, largely because the other devils had all left. If Radovan becomes Norge again, we don't know if Burning Cloud Devil's meddling would return or not. Well, you do, Dave. But we don't.

The Radovan mantioned in inner sea combat (which i believe that it's a Radovan after Master of Devils or maybe after Queen of thorns) and he has 2 monk levels, yeah the lawful alignment is an issue since Radovan is CG so he can't really advance his monk levels.
Radovan is a weird (and mysterious) case all over, remember that while not being evil he does registers as evil even when not in his devil form and that's only of the mysteries of Radovan.

I always figured Radovan would have had the martial artist archetype since it doesn't have the same alignment restriction the Monk class normally has. Of course now he could probably just as easily be Brawler which fits in a little better with him overall as a character.

Or he got his monk levels while he was on his devil form but managed to retain only two of them in his normal form and until he changes his chaotic alignment to lawful he can't get any more monk level.

The Kobold Quarterly magazine where those stats originated from (James Sutter wrote it, I believe) came out before Master of Devils. I doubt the monk levels were chosen for anything besides unarmed combat and not for any sort of in-character reason. The Charisma of 6 I'd assume were due to default tiefling ability adjustments and optimization purposes.

If Radovan was to be made now, brawler would be better.
