I imagine the reputation system still has tons of tweaking to be done before they finally settle on something.

I started out really severe, then backed off and maybe went too far in the other direction. I dunno.

I would say the rep system was "balanced" to the point it can now be pretty much ignored once you get to the point of waiting 2 or 3 days for training. At this point in the game most people can ignore rep providing they have a "mule" to offload loot to.

That is not necessarily a bad thing outside settlements and the rep system is simply the wrong way altogether to police settlements.
