Where to find Capenter and Engineer skills?

I have the impression that I have looked at every NPC in a starter town and in a PC crafting settlement, but I haven't been able to find these two skills.

Where do I find Carpenter and Engineering skills?

The carpenter skill is not in game yet. The Bowyer skill is trained by the Woodworker Trainer instead, and perhaps that is where it will go in the future. I thought engineer was in but I don't know where. It may be taught by a trainer that does not necessarily have Engineer in its title.

Engineer is in Weapon Masters, currently missing from NPC settlements. You can find them at most PC settlement, especially Crafting template.
